Clinical Director – Lynchburg

Louis Eliacin, MA, LPC, serves as Clinical Director at Mainspring Recovery, bringing more than nine years of progressive experience in behavioral health, substance use treatment, and clinical operations. As a Licensed Professional Counselor in Virginia, Louis specializes in organizational development, clinical operations, and regulatory excellence, with a strong focus on strengthening systems of care and improving program outcomes.

With a background spanning residential treatment, outpatient behavioral health, and Opioid Treatment Programs (OTPs), Louis holds a Bachelor of Science in Psychology from the University of Virginia’s College at Wise, a Master of Arts in Human Services Counseling with a concentration in Addiction and Recovery Counseling, and a Master of Arts in Clinical Mental Health Counseling from Liberty University. His expertise includes clinical operations, utilization management, regulatory readiness, quality assurance, credentialing, licensure, CARF accreditation preparedness, and DEA compliance. His leadership perspective has been shaped by years of program development, multidisciplinary team leadership, and service in the United States Army supporting post-deployment mental health initiatives.

At Mainspring Recovery, Louis leads clinical operations with a focus on compliance, quality assurance, utilization management, and regulatory readiness across the treatment continuum. He works closely with clinical teams and Managed Care Organizations to support medical necessity determinations, authorization processes, continuity of care planning, and alignment with evidence-based placement criteria to ensure clients receive clinically appropriate treatment. Louis also provides professional supervision and mentorship for aspiring counselors pursuing licensure in Virginia. Prior to joining Mainspring, Louis spearheaded a regional initiative with the Blue Ridge Regional Jail Authority to develop contracts, standard operating procedures, and secure chain-of-custody protocols that expanded access to Medication for Opioid Use Disorder (MOUD) within correctional settings. He currently serves as Treasurer for the Virginia Association of Medication Assisted Recovery Programs (VAMARP) and Treatment Lead for the Central Virginia Addiction & Recovery Resources Coalition (CVARR), supporting statewide collaboration, policy development, legislative advocacy, and expanded access to treatment and recovery services.

Louis’s leadership is grounded in the belief that strong systems and strong teams create exceptional client outcomes. He is passionate about developing people, strengthening programs, and combining operational excellence with compassionate, evidence-based treatment to better serve individuals and families seeking recovery.
